This study of the career of Katharine Felton gives a vivid picture of the development of social work in San Francisco from the turn of the century.  Katharine Felton was the pioneer who drafted nearly all of the State's early legislation covering welfare and relief, and in San Francisco her name was synonymous with social work for over forty years.
